Being nice to people isn't part of their job description. As long as they're following the rules and laws governing their job (which is questionable), they can think whatever they want.

It's a pretty common psychological phenomenon that people who feel guilty about what they're doing will dehumanize their victims and become more cruel to rationalize away their guilt. It's probably very taxing on them to know they are hurting people with evictions, so the defense mechanisms go up.
