While very similar in idea, Anti-social personality disorder is more an issue of disregarding other people's rights whereas your description is fitting with psychopathy (an antiquated term) or sadism (another antiquated term). There are some days I think the Brit's got privacy law and freedom of speech right. This is one of them.

I know someone with Asperger's and although he doesn't seem to understand sarcasm or human emotions, douchebaggery isn't one of his characteristics. Annoying sometimes, yes. But not to this level. I think this guy is just a megadouche on discount. His appearance does fit the personality.
People with Aspergers struggle in social situations, and often magnify negative feelings, not realizing the damage they do... A good friend of ours has a son with Aspergers, it is really challenging socially. DD

Jail sounds appropriate. In general, if your behavior would result -- aside from the law's protection -- in a total beatdown that a sound-thinking person would admit was well-deserved, then you should probably make it illegal instead. The stuff that Westboro Baptist Church does falls into this definition.
