    Dealer's aren't necessarily more. Depends on which one you go to. Many independents in Houston write high end appraisals.

    If insurance is involved, then there is no such thing as a dealer being higher than an independent really as insurance companies write their own appraisals, which 99.9% of local body shops will honor (including dealers).

    I can tell you from professional experience, poor Hispanic (really, poor people in general) are the most likely to hire an attorney after being involved in any sort of accident.

    If what the OP said was true regardless of his BA truck...
    I would be pissed if I admitted fault, pay the premium or w/e..
    Only to find out that the person now wants to add a injury or pain and suffering payment after it was settled...

    even if they were a dirty illegal..

    It sounds like no one knows why the claim was re-opened, so why assume that they are trying to make a buck off of their insurance? Maybe something else was found wrong with the car. Even if it isn't as great as your truck, they would deserve to get it fixed from you're bad driving.
