It certainly is, unfortunately for you, looks lik eyou're using my old Torts professor (brilliant guy, super smart, fun teacher but exasperatingly hard to follow) who's throwing out a fairly unremarkable truism about macro wherein his experience & scholarship is pretty much exclusively in the micro.
