    That doesn't look like two handi spaces, it looks like he is part in the handi space and part in the "no parking" zone.

    Regardless, it is wrong and he should get the chair.

    One of the few things complete strangers do that piss me off is when they can't drive, much less knowing what a handicap space is for and not using it when they shouldn't be.
