It is a hard cap. You can't go over it like in the NBA. In the future the league won't approve contracts that put you over. For the teams alerady over, I don't know. But if it came down to it, I think the league would do somrthing drastic, like cut players for you. I don't think any team is going to try and find out. Another thing to keep in mind is that there is going to be a very significant salary floor. A couple of teams are going to have to work very hard to spend enough. For instance, I think Carolina is at 50% or less of the cap, and the floor is nirth of 90%. They are going to have to significantly overpay a couple of free agents, or maybe give stupidly large extensions to several players.
Also, has anybody heard thst Payton Manning (and Drew Brees) is holding up settlement of the anti-trust suit by requiring that he be exempt from the franchise tag for the rest of his career? Good news for Texans' fans.

If the Texans don't have room under the cap to sign a big FA it will be further damnation of this team that has failed to draft well enough to avoid needing to spend serious money on mediocre players just to fill out the roster. Dan Orlovsky can probably be cut though for some cap room as well.

I'm not sure they're going to bring him back(even if they dont sign a guy like Asomugha). Not to call Bob or the Texans cheap but Leach wants to get paid, not sure the Texans will pay him what he wants. They probably feel "We can slide James Casey in here at FB". I dont know, guess we'll see.

There is no way one of these guys will risk becoming the most hated person in sports, especially Peyton Manning. NO WAY. Peyton isn't leaving the Colts. No reason for him to do this. The Colts ownership has already stated he will be rewarded handsomely. As for the other two, they may get something, but there's no way they'll hold this thing up. I think the rest of the players would force them to facw the NFL on their own, ratifying the CBA along the way. Oh, by the way, Jackson and Mankins have money, but in no way can they afford to go one on one with the NFL in a lawsuit. They would go broke, and possibly be black-listed out of the league.

they were actually going back and forth before the lockout. the comment about being rewarded handsomely comes in the context of manning not being rewarded as much as he was talking about getting. the owner wants to pay him something like 85,000,000 for the next 5 years, whereas he could make 125,000,000 just by accepting the franchise tag for each of the next five years.
That's the least of my points. Peyton Manning is not stupid enough to hold up this deal. He is not going to leave the Colts. He makes enough money (through contracts and endorsements), and he is smart enough that there is no way he's holding this up. The only person that could potentially hold this thing up is Mankins. He would be an absolute moron to do that, though. He would be the most hated man in all of sports, immediately.
If I know the Texans front office like I think I do, I'll be shocked if Sensabaugh is not a Texan this year. He's absolutely the safe, affordable signing. But I hope they go after Weddle. (This is assuming we won't get Aso)
I'd say you're right. GS will likely end up here. We'll go after Weddle, but we'll likely balk at his asking price, and he'll likely balk at the idea of being a Texan.

Still fully expecting us to lose Leach (and barely try), get Sensabaugh, get either Taylor or Joseph - mostly depending on who attracts less interest from others. I can't give this front office any benefit of the doubt anymore. I personally believe any and all Aso talk is the front office trying to win back fan PR support for free. I don't think they're even going to call Weddle's agent. I won't be too hard on them for Leach leaving if that report is true that he wants "the richest fullback deal in NFL history." I'd love to keep him, but if top 5 money isn't going to do it, well, we've got bigger concerns to focus our cap space on. Not in love with Sensabaugh's "show me the money" chatter either....especially since I'm sure Wade will pull the strings to get him overpaid.
Not to mention that Sensabaugh is really more of a second-tier free agent as far as safeties go, plenty of guys better than him.
