I'm one of the few people that find the Scottish accent annoying. The best would be the Queen's English in a female's voice. The worse would be Vietnamese or Indonesian.
I brought this up at China Business Networking meeting but many Chinese dialects have a stacato rythm that sounds very harsh to Western ears. For instance Cantonese <iframe width="480" height="390" src="http://www.youtube.com/embed/tzzu1A7sqSs" frameborder="0" allowfullscreen></iframe> Mandarin has a more rounded rythm. <iframe width="480" height="390" src="http://www.youtube.com/embed/N9udwRFxotI" frameborder="0" allowfullscreen></iframe> The other problem though that Chinese speakers might sound harsh especially trying to speak English is that many of the sounds are not mutually reproducable in the other language. I agree. I LOVE when a woman speaks in a soft southern drawl. So sexy. On the flip side, men + southern accent = hillbilly. Indian accents are frustrating. It's great that they know English, but the communication only goes one way. Hearing a group speaking in Vietnamese is painful. That's why I do take out pho.

Favorite accent for movies: German, French, Victorian/British accent(LOTR or based on Fantasy/Medieval accent) Least favorite for movies: Heavy British accent(Harry Pothead), stereotyping Vietnamese, Chinese, East Indian...
I evaluate accents based on how they sound in English. Because English is the language of the world. Don't have a least favorite.
only women speaking: I like: - british - scottish . australian - colombian I cant stand the accent of girls from argentina, but seems that Im the only here who thinks that.
Worst: 1. Canadian, eh 1a. Bahston Best: 1. Texan (central/west, not east/south...yes, there's a difference)
Love Australian accents on girls, (as mentioned before multiple times) Favorite: Scottish for sure, tried learning it but failed miserably. Funniest: Indian, GSP accent (French Canadian) Least favorite: Really thick British accent, takes too much effort to try to have a conversation with them. I hate how they group random sounds together within a word.
Funniest - Italian, everything sounds like a huge joke, I can't take it seriously. Least comprehensible - Chinese/Japanese/Southeast Asian. Favorite - Eastern European women. Least favorite - Stereotypical Jersey. Oddly enough, not many in NJ have it, but it's damn annoying.
