If some guys hits your car and runs away not even considering to stop or give you any information to where he is or what happened. And then you catch the guy who did it and present him with video evidence to which it would be futile to say no? It's called justice. He probably gets away with things like that every single; it's time to stick it to him. Not only will it benefit you financially, maybe next time he'll think twice before doing something stupid. You never know. That being said. Two wrongs don't make a right. So charge enough to dent his pocketbook, but not so much to where he's going to have to rough it for a couple of days.

Rather than extorting him, I'd just go straight for the police report/insurance companies... and let him know that if he hadn't been a jackhole about it, you might have been willing to settle it without their involvement.
