Maybe I'm imagining it, because I can't find any sources right now, but I could have sworn that at least one of Palin/Bachmann said almost exactly the same thing, referring to parts of the Declaration of Independence as parts of the Constitution.

To be in with a chance, a public figures must satisfy two criteria: "First, the nominee must display a breathtaking ignorance of some bailiwick of American foreign policy or world politics. Second, the nominee must do this while simultaneously demonstrating supreme confidence in the factual and/or analytical rightness of their statement." The first nod goes to GOP presidential candidate Herman Cain, for his comments on Israel and Palestine on Fox News Sunday. (See below.) Cain told Chris Wallace in no uncertain terms that Israel should offer the Palestinians "nothing" in return for peace ("supreme confidence" etc.) while at the same time allowing as how they should "negotiate" a "right of return" for Palestinian refugees. (This would be the "breathtaking ignorance" part; Israel is very, very, very opposed to letting Palestinians return to land they were forced to leave in 1948 or 1967 – so much so that plenty of observers think the Palestinians would be prepared to let the whole thing slide for the right deal. So Cain is suggesting Israel give up both nothing and a whole hell of a lot. In other words, this presidential hopeful hasn't spent 10 seconds thinking about this in his whole life. Drezner notes that the gaffe "was significant enough for the Cain campaign to issue a 'clarification of these remarks,' which is always a good indicator that a Trumpie nomination has been scored." Yeah, I heard this. The guy is completely ignorant when it comes to foreign policy, and wrong when it comes to domestic policy.

Herman Cain: Bachmann’s FFC Prayer ‘The Ultimate Pander’ After our interview, Cain asked me about the other candidate speeches I've seen covering FFC this year. There was no indication that Cain had seen them. I mentioned that Bachmann had highlighted her remarks with a prayer -- she led the crowd in a long, politically-tinged prayer ending in "Amen" at the end of her remarks Friday. In a similar vein, former Gov. Tim Pawlenty (R-MN) recited a Bible verse during his speech Friday night, while many in the audience spoke the words from memory along with him. Cain is no stranger to leading prayers -- he's an associate minister at Antioch Baptist Church North in Atlanta -- and there's little doubt he will be warmly greeted by the evangelical audience here. But Cain said that the prayerful moments, which were well-received when Bachmann and Pawlenty delivered them yesterday, smacked of candidates trying a little too hard. "Well, that sounds like the ultimate pander," he said, dismissively.
