If you're fat, any exercise helps. Exercises that target specific areas are there to build muscle which really doesn't matter if what you're looking for is to drop weight. You have to consume the fat. Eat less, any exercise.

need more info...you could be fat with little fat stored int he lower legs...or you could just be too skinny there....you can't spot reduce, so to lose fat you need to work out period, not just pick an exercise for that body area. Just doing an exercise for that area is more likely to result in muscle gain, which means it will increase the size, and it sounds like you want the opposite.
Lunges and running. You cant burn fat from specific areas. You need to just tone up your legs with lunges and run.
