I'm going to go with hitler since some people in russia would still vote for stalin and he did modernize russia. Hitler had more hatred in him, Stalin only did evil for the better of communist russia.

Easily Hitler. He was responsible for the destruction of Europe. Stalin was just a day laborer from Mexico that Lenin picked up on the way to the Kremlin. He just wanted to work.
It's a pointless question. What I will say is that Stalin was easily the smartest leader of the 20th century. He basically outplayed everyone.

The late 30's and 40's would have been the perfect time for the four horsemen to ride under the clouds. not these: the other four horsemen. I've also heard Vigo the cruel was pretty horrible himself.
Huh? Are you talking about Shah Reza Pahlavi? I can't tell if you're joking or not, but the most "evil" he got was imprisoning a lot of political opponents right? I'd much rather have the Shah in power now rather than Ahmadinejad... Is there something I'm missing here?
Is there a single person we can blame for evicting the Native Americans out of their land and destroying their culture? Seems like we lucked out on the MOST EVIL PERSON EVER aspect since our leaders took turns screwing people over, as opposed to one president doing it all.
Look up Savak to start... The horror stories I've heard from friends and family make me feel like the guy is as bad if not worse than those other dictators. The worst part is that unlike those other dictators, there has been little to no elucidation of his evil acts. He and his men committed acts of unspeakable cruelty for years. Hitler was not German, Stallin was not Russian, the Shah was Iranian. These were his people, his family, his blood, and he used them like paper towels. He didn't just imprison and kill his opponents, a lot people he killed had no political association whatsoever.
