HAHAHAHAHA. This is great. My thoughts exactly. You cannot squash demand (unless you have a perfect brainwashing system in effect, which I don't think we have just yet), so a black market would be formed. The government would fail to stop it, and lots of money would be thrown around to everyone involved. I would totally get into that.
They can't even keep track of big name movies, music and video games being pirated, how the hell are they going to do that to fragmented and random p*rn videos scattered throughout the internet? You might as well ask "How would you cope with no oxygen on earth?" since neither scenarios are happening any time soon.
