Magic Johnson, Oscar Robertson, Jason Kidd. As much as we like him, Kyle Lowry I'll venture to say won't be making that list anytime soon.
Aside from the big O, we don't have good stats on other players from that long ago but it's safe to say the list is as follows: 1. O 2. Magic 3. Tie between Kidd and Fat Lever Lowry need to increase his rebounding rate by about 50% to match any of these guys.
First off Magic Johnson is 6'9, so comparing him to Lowry who's only 6'0 shouldn't even be done. For his size at 6'0 Lowry is a great rebounder. He's like the Dejuan Blair of PG's.

I don't think it's fair to compare rebounding averages over the decades, when a lot about pace has changed. I'd compare rebounding percentages. No matter how you measure it, Lowry is nowhere near elite company in rebounding.
Yes, someone finally mentions Fat Lever. I realize most people on this BBS are high school or maybe college age, but man how can so many people not know about Fat Lever. Lever is 6th all in triple doubles, behind only Robertson, Magic, Kidd, Wilt, and Bird. So, when it comes to rebounding point guards, the best ever were Oscar Robertson, Magic, Jason Kidd, and Fat Lever. I really only consider Kidd and Lever as pure point guards.

Mookie Blaylock is 6' and he had multiple seasons of averaging around or above 5 RPG. He may not be the greatest but that is quite impressive.
7.2% of total rebounds. Pretty good in the league this year. But, compared to all-time? Just to grab one example from history: Jason Kidd in '06-'07 grabbed 13.2%.
I'm not a Lowry hater, but your query does only have players tho are 6-0 and shorter, which kinda skews the results. However, if you put say 6-3 and shorter, Lowry is still 15th which is still pretty damn good.
No one on that list is taller than Lowry, so that skews the results in his favor.
