They do this a lot. They haven't been drafting well lately, though. They have all of these assets and they really have only Jared Mayo to show for it.
In 2008 NE had 4 second round picks. One looks like a total bust, one played extremely well in running and passing situations at LT and RT, the other 2 figure to be starters this year. That was a actually a decent draft.
Well drafting really is a crapshoot, and one way of "loading the dice" so to speak is to get as many picks as you can. BB has missed some drafts, but most of the ones the Pats have whiffed on are 2nd round picks and below, kinda' like how DM's whiffs have been low-risk moves or 2nd rounders as well. I don't why you seem to think NE has been drafting awfully. 2009 rooks seem to be meh but the 2008 draft was a decent haul. This year's draft so far seem to be promising, I think Gronkowski, Spikes and Mcourty are going to be keepers. Price looks promising, while Cunningham seems to be a reach esp. with better seeming players on board. The only issue I have with this draft is that NE seems to have picked safe players, with the amount of picks they had you'd think they'd pick a ton of high potential players like Bryant and Kindle or even Clausen. This draft seemed to be really deep and NE should have probably taken a greater risk to draft the guys who would have been taken higher in normal drafts. Still its not like NE is in major need of rebuilding, they still a have a ton of A-class talent on the roster so its probably understandable they went for the safer bets.
Kurt Warner. Warren Moon. Dan Marino. Vinny Testaverde. Thats past 12 years actual starting quality QBs. Then you can go back to the Dave Krieg, Steve Deberg era. Or way on back to George Blanda. Yeah have a quality backup QB ready to go, the more depth you have the better if the roster spot is open. But thats like an every 5 years kinda pick. You can't approach a draft 5 straight years of drafting a QB to groom. Have 3 QBs on the active roster, 3 on the practice squad.
Colt McCoy in the AFC North, can't wait to see him getting brutalized by the Steelers in a couple years. Colt McCoy has Kyle Orton upside, so maybe at best he'll in the Top 20 QBs in the league some day, most experts agree that is his ceiling.
If you just look at the past 4 drafts they haven't really picked up impact players other than Mayo, let alone any starters. From the 26 people they picked up from 06-08 only 8 remain on the roster and only 3 are starters. I think 09 is to soon to judge though.

There's a very small minority from Austin who still have their feelings hurt because the Texans didn't draft their Lord and Savior in 2006, and instead made Schaub their future a year later. Colt comes from the same school... there's your reason why.
