There's quite a few people in Congress that deserve to be hated as much and probably more than him, but very few that are as well known. He certainly had no real integrity. I remember his multiple flips. He was not money driven, but he was very much power driven. I was somewhat surprised that he was able to survive with the electorate with his constant flipping and obvious insincerity. It seems like he had no one that really loved him as a human.

The good thing I can think of for this choice is that there will soon by a quick process to decide who the Republican candidate will be for the general election-- and de facto who will be the next Senator, since the Republicans will obviously win. If the governor appointed someone with qualifications to take the interim spot, that person could run in the primary with a quasi-incumbency advantage. He would have the chance, at least, to get free press by making waves in the Senate. So, if you want a genuinely open primary, you fill the spot with someone who won't credibly run in the primary. A nonpolitical, unqualified person gives you that. You can't pick any Joe Blow for that role or else the public will wonder why that guy. It has to be some sort of symbolic pick that ties that the person to the role on something other than merit. Beloved sister isn't meritocratic but it's not random. What's more, to whatever extent she is asked to cast votes, she will probably do her best to vote as she thinks her brother would have voted (for Trump, obviously).
