This should only be done through an amendment, after winning unanimous public support for it. Right now only like 25-30% support it being ended.
It should be that way. But 4 justices disagree. 3 would rather see it handled by executive fiat and 1 would prefer Congress to outlaw it through legislation.

This argument works so much better for Europe. USA is a nation of immigrants, the ancestral ties are native americans, the cultural ties is a melting pot of so many places, gov was setup to be decoupled from religion/ethnicity, land of the free/opportunity, etc
