Without those facilities, many mentally ill people ended up in jails and prisons which are not set up to provide safe, compassionate care for brain illnesses. The 1967 law omitted any obligation on the part of the state or local officials to provide care for people who otherwise would have been housed in asylums, and as is their right, nothing in the law compelled or encouraged them to seek treatment.
