Rehabilitation and public safety are the same goal, not competing ones. Most prisoners will eventually be released. The question was never whether they return to society, it's who returns. Do we want someone more dangerous than when they went in, or someone capable of rejoining their community? The exception is those never getting out: life sentences, the most serious crimes. But they're a small fraction. For everyone else, a prison that makes people worse isn't being tough. It's pretty reckless.
