Long shot, but reform is needed. This constitutional amendment would require the President to notify Congress within 3 days whenever they grant a reprieve or pardon. Congress could then try to block it: they can introduce a bill within 30 days, and it can pass if two-thirds of both the House and Senate agree. If Congress doesn’t act, the pardon or reprieve goes into effect after 90 days. The joint resolution was introduced by Representative Johnny Olszewski (Democrat from Maryland) and has a bipartisan cosponsor, Representative Don Bacon (Republican from Nebraska). The problem is the "red states" will see it as a rebuke of the MAGA movement, and will block it because not blocking it would be admitting to themselves that there's a problem with Dumpy Donny. Getting 2/3rds of states to sign off would be nearly impossible. I think it's a great idea, but what do I know? Also, I'm pretty sure it wouldn't have stopped any of Trump's pardons with this lickspittle congress.
Yea, I don’t think this is going anywhere right now. But if and when we get back to a more sensible normal, this is one of those things I don’t see as political. It’s pretty common sense, and a reasonable check on the executive abusing the pardon power, which no one really likes.

A Lawfare study reveals that almost one in 16 insurrectionists subject to the president’s clemency order has been arrested for and charged with—and in the vast majority of cases convicted of—other crimes, at least some of which were actively enabled by the clemency actions. Perhaps most strikingly, five recipients of presidential clemency were arrested in connection with conduct that occurred at least in part subsequent to Trump’s freeing them from prison—meaning that Trump’s clemency order on the first day of his second term may have actively facilitated criminal conduct. These include: Andrew Paul Johnson, who was freed from prison as a result of the pardon in 2025, was convicted of five charges, including child molestation, in February 2026, and sentenced to life in prison. The criminal conduct for which he was convicted took place both before and after his pardon. Zachary Alam, who was convicted of felony charges of grand larceny and burglary just months after his pardon. Ryan Nichols, who was charged with deadly conduct and harassment on May 10, 2026, after allegedly threatening a person with a gun in a church parking lot. The Jan. 6 clemency recipients also include 41 people charged with and/or convicted of violent crimes in the years since Jan. 6. Sex Crimes The cohort also has no shortage of other sex crimes.
