IMO that is the ultimate goal, they want a blue city to erupt with violence so the king can order the military in under the insurrection act, but what's the end game, just pure evil or does it have something to do with the upcoming elections? I don't find this answerable without a parallel earth in which the nurse didn't take his legal firearm on that fateful day. But if you only want "yes" or "no," just based on all the video angles, I'd guess YES. He still would have gone to the woman's aid after she was forcefully pushed to the ground. He still would have been mobbed by those masked ICE hyenas who feel above all laws, and given their amateur approach, a mistaken discharge was still likely. But god only knows, if even He knows.
