The article is saying that the Trump administration is the source of the problem, having made "haphazard" and "ineffectual" attempts to deport Kilmar Abrego Garcia. The administration's own fumbling, poor organization, and apparent political maneuvering are why he remains in the U.S., not a failure of the larger "political system."
The problem imo is that Commodore and this Christian Heiens guy don't recognize any authority except Trump's authority. Don't see that a judge that ruled he could not be deported to El Salvador has any authority; that the 1952 Congress who passed the Immigration and Nationality Act that provided protection from being deported into danger had its own authority; that the Convention Against Torture, a treaty that Reagan signed in 1988 and the Senate ratified in 1994, has any authority; that FARRA, passed by Congress and signed by the president in 1998, has any authority; that the court who said he had due process rights that must be observed has any of its own authority, or even that we have a Bill of Rights that says everyone has inalienable rights has any authority. No, for these guys, only what Trump says should matter.
