In no way, chance, situation or whatever is Ryans in charge of the offensive personnel. That would be Caserio and whichever one of the McNairs who actually runs the team
Caserio works with the coaches and scouts to get the coaches the players they want. Caserio's main job after that is making everything work under the cap.
