I received nearly every promotion I ever went for when I worked in the business world. I never witnessed anyone get a promotion over me due to race/gender. But maybe I was just good at my jobs. Now that I work in mental health I have a minority female CEO for the first time in my professional career. She seems cool. I made her laugh at a work party.

It's not that hard to click a link and spend 3 minutes reading an article, but this puts an end to Indian companies gaming the system and having a hush hush deal where American companies would pay H1B's salaries much lower than an American worker.
@Nick Umm, this will primarily affect the ridiculously wealthy tech companies who game the system to leave out "market value" American workers. Period. They can definitely afford to pay full price to American workers but they choose not to. The wording throughout is aimed at the companies exploiting the system. Physicians will be fine and I assume when we see the actual wording, hospitals /medical practices will be able to submit exemption forms.
Doesn't affect me in the slightest as my entire workforce is domestic and legal. It's a higher margin business but I'm not looking to game the system and undercut American wages. What is the cost differential and timeline of training domestic vs international recruits? I am hearing of ideas like loyalty programs where if you are trained by a company you are unable to work for another company for 5 or so years, or atleast until the training period is paid off.

The company pays when they sponsor a Visa. The worker doesn't pay. the H1B system is a scam for companies to have low paid workers that have their employment tied to their legal immigration status. The government is subsidizing companies by selling out your country. ie a PhD in Chemistry being hired as a "lab tech" job title instead of research scientist so the salary (which has to be filed with application) makes sense and is competitive for title. This corrects the market by placing a value on USA residence.
Employer can pass on optional costs, like attorney fees, to the workers. It’s a loophole that favors those who can afford it. Reform is needed. This fee is not a real solution and can backfire. See medical fields.
