NATO is essentially an anti-Russian military alliance which ceased to have a reason to exist when the Berlin Wall came down and Gorbachev and the Russians wanted to become a peaceful part of the new Europe. The neo-con elite of both parties and panicked as their gravy train was in danger. I am old enough to remember their angst when they thought there would be a "peace dividend" after the cold war which could fund more social spending.
