Bail out the farmers, but until they have paid back the loan they lose their right to vote. Or make them show how they intend to pay the government back? If they can't sell their goods etc.... It's playing the statistics -- something humans do on a daily basis. If they make a mistake, it can be quickly corrected. Better to use this approach than to miss some bad guys because we are being too careful or "playing scared." Profiling is simply using common sense and your cumulative life experiences to make informed judgements. We all do this in many aspects of our lives on a daily basis.
