I think Luka with Lauri's supporting cast would be contending for top4. The Slovenian supporting cast is simply horrific. Slovenia should probably be in a tier below. France should be below Serbia/Germany. And Italy/Lithuania/Spain should be lower as well.

You cannot win with half your team being Davis Bertans, shooting 3s but being physically weak and cannot rebound. At least not the big wins.
Producing a player of Luka's caliber would be a huge accomplishment for any population size. He and Jokic are basketball savants. It's just a shame that Luka's prime will feature one of the worst Slovenian squads in a long time. If only he had the likes of prime Goran Dragic, Jaka Lakovic, Erazem Lorbek, Bostjan Nachbar and Matjaz Smodis to play with. That team would be unstoppable.
They had Dragic and Nesterovic as you said but the time line never worked out ....if they were all near their prime they would have gotten the Golden Generation or a Silver Generation. Turkiye naturalized Larkin and Bona........and their core is probably Top 8 in Europe.
