NYC is huge -- break it down into the dangerous parts and those parts easily rank on the list. Look at the "usual suspects" in the Bronx, in Brooklyn, and in Harlem (which is in Manhattan).

Honestly, I wouldn't doubt some of the guys on my ignore list stroke themselves a bit watching Trump acting all tough, surrounded by Secret Service protection.

 

You can say that about any big city on that list fool. Doesn't mean you send in troops. Just give the states a lot more money to train and hire more police for the bad neighborhoods in their biggest cities, or areas with high violence in smaller towns.
