Yeah, I hate it when you have to actually talk to someone to do something instead of doing it online. It's 2025, you shouldn't have to talk to anyone for anything. I was hosting a bunch of family this weekend and I was trying to order 10 pizzas (with 10 different combinations) from Dominos. Not a big deal since their website is awesome. Finally got all the right combinations into my cart and tried to submit....and got an error message. Then everything in my cart disappeared. So I tried it again 2 more times...and got error messages both times. So I had to actually CALL and place my order for 10 different pizza combinations over the phone with a real human. It felt like it was 1990 again..
Never dealt with Xfinity, but I'll give Spectrum an A+ on their person-to-person customer service. Bang "zero" two or three times and you get a person, never had to wait long, and they've been incredibly helpful the once or twice a year I actually need to call them (usually because of a question about the bill). I assume they have 1 national call center and it's based out of Georgia.
Pretty sure there have been efforts at both the state (100% sure of this) and FCC level to require companies to allow you to cancel subscriptions online, if you can purchase/subscribe online. But one of the reasons, besides probably making you think a little longer and make a little more effort before cancelling service, is that for instance a cell phone, you don’t want someone who has access to the online account to be able to cancel the cell service of let’s say a spouse in a domestic dispute. And it happens.
It literally tells you to call in to cancel. Consumer protections are a thing of the past (for now). Even if it's still a law, we've been shown by our highest office that we can break the rules then try to litigate, instead of litigating to change the rules.
No, my point is I am almost positive it is not a law. Certainly not a federal law or rule, and most definitely not a state law. It is by choice of the business.

Get Up on ESPN - all they talk about on that show is the Cowboys - even in the offseason. Baseball is an afterthought for those guys.
That they BLAST music on a show or movie. I don't want to hear blasting music just so I can hear vocals. Also they BLAST commercials on streaming networks where you don't pay for ad-free. I only have a couple but man is that annoying. They made a law against that years ago but that was pre-streaming era and the verbiage of the law didn't account for streaming services. Either way I have to adjust the volume periodically even with smart sound on.
