I think it shows just how insecure about his own intelligence he is. One of his constant refrains is comparing himself to or mentioning his relationships with smart (and credentialed) people. He talks about his uncle a lot because he believes that means he is superior, that he has smart genes. Talking about a dementia test as if it were an IQ test is another prime example of the insecurity but really shows what he has to be legitimately insecure about.
