Once you have the ingredients to build the nuke (enough enriched uranium), the actual building of the nuke can take a month. When she said that iran hadnt started building the nuke, she was referring to that month long final step. Listening to her full testimony makes that clear.

It was public knowledge that Iran enriched beyond the 3.67% limit set by the JCPOA. Iran stated themselves that they would do so after the US withdrew from the nuke agreement.

It was public knowledge that Iran has enriched (to 60%) well above the level needed for civilian nuclear power and is closer to weapons-grade (90%). The IAEA confirmed this in 2021.

It is also public knowledge that the IAEA and US intelligence assess that Iran is NOT currently building a nuclear bomb.

It is believed that Iran is enriching to this high level as a way to negotiate a deal.

The "months away from a bomb" claim is an oversimplification and misinformation pushed by Israel for years. After reaching weapons-grade enrichment, which Iran hasn't yet confirmed to have achieved, the steps needed to enrich enough weapons-grade uranium can take months to two years. AFTER that, then MAYBE they are months away from a bomb and testing it (experts disagree).

Israel has been claiming that Iran is very close to having a bomb for over a decade. The US knew better. Don't let the current US government fool you again into believing Iran is there and that action is necessary to enter a war against Iran, like they did with Iraq.

Sadly, Israel's actions might have consequences where more extremist bodies within Iran take power... and they might pursue the bomb. This all started the day the US decided, arrogantly, to withdraw from the JCPOA because no one can make a better deal than the new guy who knew nothing.
