going back decades, the ball has to be out of the player’s hands before time expires. this should apply the same for a dunk. just because it’s inside the cylinder doesn’t change that. ball could still bounce back out as we’ve seen many times

 

Here's a better angle. The ball was barely on his fingertips before the light went on and the very next frame the ball was out and the light is on.
