Considering how the US wasn't going to get directly involved militarily, sanctions have been one of the few levers we could pull on Russia. There's always been a hard case for EU membership, but no one knows how Trump negotiates by design. Even Blinken calling for NATO admission could be seen as a negotiation tactic for the EU to step in. I think it's more than fair to ask the EU to legitimately own it rather than offloading true backing onto NATO.
