That doesn't mean he is as good of a passer. Simmons makes passes look easy and he does hard ones. he is more savvy.
There's a reason why multiple teams are trying to meet with him. He still has a skill that every team can use.
YES!!! Lately he hasn't been bad but he and team is much better when he operates there at this point in his career.
