Agreed, but stopping spending for a short period of time and stopping funding the NGO while they figure out where the money is going seems smart to me. This will get tied up in the courts and accomplish what Trump's trying to accomplish.

Congress and the POTUS have to agree on spending deals. This is where the POTUS can get his say … but he has to work the deal … and most importantly he can not act unilaterally.
