While I share his concern about the effects of shutting off USAID, I don't think the intent is to secretly empower China. It's just a short-sighted and myopic view that the US doesn't benefit from helping poor people in other countries and therefore we should stop. America First!
We help those countries in exchange to buy goodwill and have them do things for us. This is how the real world works. China will fill the void "America first" isn't slapping 25% tariffs on imports making Americans suffer

I don't think you should group everyone against a rising oligarchy in charge as leftists. I'm pretty sure a lot of Americans find it unsettling that a group of billionaires will probably be looking out for themselves and their businesses first, at the expense of not only the working class, but the most vulnerable Americans. It's also a bit disturbing when you have loyalists that seem to be in favor of letting Trump run this country like a Dictatorship over a Democracy.
Actually, maybe it's because they think the choices Trump made to fill those spots are ridiculous, or so politically biased that they will allow Trump and his buddies to do what he wants even if it's illegal.
