this question doesn't follow. Universities and/or local police prosecute student criminal activity. The federal government deports people. You have to keep straight on who is doing what. none of what you say here makes sense, because of what I stated above. Universities have codes of conduct that students must adhere to; local and state laws must be obeyed if students do not want to be arrested and prosecuted; and the federal government has its own jurisdictional authority and responsibilities.

that's a long, breathless question without a whole lot of punctuation to break it up. I am not aware of any widespread "criminalization of Palestinian protesters {on} college campuses" this year. I do, however, know that Columbia University specifically has had a tremendous problem with non-student protesters coming on to that campus and disrupting classes and other campus academic activities in a big way. I think the disruptive law-breaking activities of all-purpose protesters needs to be separated out from the protests done by students on their own campuses. If you have a specific incident or incidents in mind, other than Columbia, let me know what those are, and I will try to consider those.

a foreign national with an F-1 student visa is in the country legally. Unless that visa is revoked, that student is allowed to stay in the United States.
The EO gives power to the secretary of homeland security to revoke any visa for a invidivual who displays hostility. You do not have to be convicted of a crime but simply accused.
