It was certainly a pandemic. It fits the definition of a pandemic. There is also no doubt that quarantine helped slow the spread and kept the virus from spreading very early - when it was more dangerous because of issues of not knowing exactly how to treat it. A lot of people died from high level exposure - like on a subway or in a retirement home where exposure was strong and repeated. Also many people died from sharing respirators as well. It could have been worse - but many many people died around the world and the United States.
