I don't chalk it up to fraud, although I would imagine out of all the states, it would have the most fraud. The problem with California is they have turned it into an unnecessary over-bureaucratic nanny state. While this has given Democrats a leg up in the pursuit of control, they have lost tremendous economic power. What should take a day or two takes them weeks. Its really sad because California could be so much more than it is now. More efficient states will win out, like Texas and Florida.

Trump had 74 million votes in 2020. I am sure you believe you have a point somewhere. People turned out to keep Trump out of office. They didn't this time.
