She didn't lose because she "was constrained by the Biden Administration". She lost because she spent the majority of her time trashing Trump. She never once said what she was going to do to try and fix things and when she was asked what she'd do differently then Biden she said "nothing". Numerous polls leading up to the election said that over 70% of the country said the country was going in the wrong direction. Two biggest issues were inflation and immigration. End of the day the majority of Americans didn't have confidence in her that she'd be able to fix things or at least get things pointed in the right direction.
