Considering Chet missed an entire season due to a non-contact injury I'd say their caution was well placed. Chet body types historically wont have a long and healthy career. I'm basing my comments in an interview Stone has where he kept praising Chet predraft. The "Rockets" are different from Stone, he might have Chet no 1 but as a collective the Rockets might be iffy on Chet due to the injury risk.
Apart from JG and Tari everyone who has worked with the Rockets staff turned out worse to start the year.
