I don't think it is good or bad. The expression on her face looks genuine - but look, the reality is that she is sitting at a bar, surrounded by hundreds of people thar know who she is, she has cameras all around her. So, it is nothing more than a photo opportunity. People that like her will like it and people who hate her will claim her world is crumbling - when the reality is neither.
I mean... that's the point she was making. She is not bragging about using that power in the speech. She's making the point that its important to elect someone who is aware of the power they hold and be careful not to beat people down with that power. Here's the context When Spiderman says "With great power comes great responsibility", do you think he's bragging about being able to beat up whoever he wants?

Did you watch it all? She was bragging she was sending parents to jail for truancy. She completely understood what she was doing. All in attempts to reduce a 1.2b expense. She gleefully crushes defenseless people so she can score a few wins to move up the ladder. Its who she is and what she does.
