This fits in perfectly with Trump's anti-vax plan, where he plan to take money away from any public schools that mandate vaccination, which impacts all public schools.
Again that sounds more like a pure dictatorship scheme. Democracy is everybody getting representation not one person randomly getting all representation. Voting is key for the former.
