Gaza doesn't get "money". They get aid. Hamas reinforces and expand tunnel networks with smuggled materials that aren't allowed to enter Gaza like concrete. Israel controls what aid goes into Gaza and has been for decades. You can't rebuild collapsed buildings with diapers and food crates. It's a catch 22 situation where Palestinians smuggling in concrete can't use it to rebuild above ground infrastructure because Israeli surveillance would be like "how did you guys get the material to rebuild this building? "
