28% isn't extreme at all? From 1984-1986, the corporate tax rate was 46% (Reaganomics). From 1987-1992, it was 40%. From 1993-2017, it was 35%. Why should corporations pay a lower effective tax rate than me? I wish I only paid 28% in taxes. This doom and gloom lands flat. Corporations survived for the past 40 years. They have record profits the past few years but what did they do with the money? Hoard cash and stock buybacks. They should pay their fair share.

Corporations near bankruptcy don't pay tax. Tax rates impact how much corps will share in dividends vs reinvest. Reasons companies would reinvest into infrastructure or hiring is because it made more sense versus taking dividends. But when tax rates drop, investors would rather get the money now, and that's part of the reason we've seen the standard of living and corporate investment lag where it should be.
