I don't know. But having worked in data/stats for gubmint(ish) before, I'd bet it's because they ****ed up on properly counting these numbers for a while and only recently realized it. So now, rather than go back and change old data, they're just using a massive lump sum in this month. That would be my innocent guess.

That HAVV dataset goes all the way back to 2011, so if anyone wanted to download and put it into some dataviz software you could probably see some trends. You can even select to view the data going all the way back to Jan 2011 in the website, and you can see Texas dwarfs most other states in registrants. Texas grew by 5 million people since 2011, compared to a place like New York, which has grown by only like 50K. Or just grab a maga hat and scream like a dimwit into the void about conspiracies.
