The news stories went from Biden is dropping out and there will be an open primary, to Biden is defiantly staying, to Biden actually dropping out and immediately endorsing Harris. It makes sense as a power struggle between power brokers in the Dem party wanting an open primary vs those within the Biden admin wanting to retain jobs and power. I figure many people in the Biden admin asked him to endorse Harris and many people outside the admin wanted an open primary.

I ascribe to Occam's Razor. The more likely reason was that of pragmatism in immediately endorsing Harris. The election is months away. The VP gets the war chest of donations that the president gets. You don't have to create an entirely new campaign infrastructure and most importantly it would be a disastrous mess for the DNC to not have a definitive candidate this close to the actual election date. Also traditionally if the president steps down, the VP is the one that takes his or her place. So it would be a bad look to skip over the VP who happens to be the first woman ever to be one.
