Kelly has some practical concerns attached to him. 1) He's a sitting and popular Senator in a lean R state. That is an incredibly valuable chess piece to lose if Kamala wins. 2) He's a legit 2028 threat if Kamala loses, but if he is on the ticket that wipes out in 2024 it will dim those prospects for him. 3) Arizona is important but not as critical as the Midwest.
