This is entirely fake news and russian propaganda. Africans were rescued and brought to America, but the evil Republicans in the south jailed them and were going to ship them back. Republicans were forced to free them however Democrats first had to pay the Republicans the cost and fees to hold them. Democrats then took them to farms, gave them employment, housing and food. Democrats jailed any of the ingrates if they tried to go outside the system.
