I am not sure what changing minor theft to misdemeanor means in terms of a difference. It isn't something I have the time to further investigate. I think the signs are strange and not a good idea.
It means - and I have spoken to people who have been affected by this - that the police basically doesn't bother. It basically means that people have to fear absolutely zero consequences if they steal something, as long as it is not worth more than $ 950. Do you think that it is a good idea to have a society where people know they can just steal things worth $ 900, without any repercussion whatsoever? I genuinely do not understand what ideological mindset is behind driving such policies. How do those who make these policies rationalize them to themselves? I am glad we at least agree that actively PROMOTING that policy is a bad idea. I am trying to find common ground here.
