Coal fired plants are almost all outdated Rankine cycle plants that have the lowest thermal efficiency of all type of power plants. It isn't even a push for renewables that is killing the coal industry. Any new fossil fuel plant being built will be natural gas combined cycle turbine plants that are a lot more thermally efficient. Coal is still needed obviously for steel production but almost all of the demand reduction can be attributed to fossil fuel power plants transitioning to natural gas. It is important for the a presidential administration to help West Virginia recover from this drop in their primary industry that employed so many. Knowing Biden, this is usually the wheelhouse he does well in trying to push the Democratic party to do though with infrastructure jobs being a large part of his administration's agenda.
Now those same plants have billions in subsidies they can qualify for if they are willing to implement carbon capture technology which is only a thing now bcz bidens subsidies make it worth while.
